Whether or not you may publish an archive to your blog will depend upon the software you use.  Specifically, do they allow you to add content to your pages outside of blog articles?

Not sure exactly what you're looking for instructions on specifically.  Archiving the broadcast messages is simply checking the box to include
that newsletter in the archive.  Then post the link where ever you want someone to be able to access the content.</description>
